Founded by philanthropist David Mavashev, the foundation was established in honor of his father, Itzhak Mavashev, a respected figure who devoted his life to the study and preservation of Bukharian Jewish heritage. The Itzhak Mavashev Foundation, established in 1985, honors the legacy of Yitzhak Mavashev, a prominent figure in the Bukharian Jewish community. In 1985, the first conference was held in Tel Aviv to commemorate Mavashev's 80th anniversary and posthumous publication of his book "Folklore in Memoirs." His wife, Tova Mavashev, and others spearheaded this initiative, marking the founding of the Foundation.
Mavashev was a pioneer in the study of Bukharian Jewish heritage, particularly its folklore, music, and literature. He also founded Israel's first Bukharian Jewish newspaper, "Hatkhia," and was a key figure in preserving the cultural traditions of the Bukharian Jewish community.
In 2004, the Foundation established the Institute for Studying the Heritage of Bukharian Jews in the Diaspora to collect and document materials related to Mavashev's life and work, ensuring that his contributions are preserved for future generations.
